RATE REGULATION ADVISORY SERVICES
Roger Cathcart gained extensive energy and other regulatory experience as Senior Advisor to the Public Utilities Board of Manitoba, working with an interdisciplinary team to analyze complex financial filings and identify issues, provide advice, options, and assist in the articulation of reasoned findings of the Board's review of franchise applications, rate base, rate of return applications and rate change applications for utilities under the Board's jurisdiction.
Roger has advised on energy matters such as DSM programs and rate design in natural gas and electric utilities, the expansion of Centra Gas into rural regions, rate the integration of Centra Gas Manitoba Inc by Manitoba Hydro, and the deregulation of Natural Gas sales. Roger has also provided financial analysis in assisting the PUB in establishing fees for Payday Loans in Manitoba.
Roger recently assisted in the financial, economic and socio-economic evaluation of the The Needs for and Alternatives to the Development of the Keeyask and Conawapa Generating Stations, which contemplated over $20 billion of new Hydro-electric Generation and Transmission Investments by Manitoba Hydro. The eleven month process required the review of eight independent expert reports and the evaluation of many alternative development plan financial scenarios.
Roger has also undertaken other regulatory projects across Canada and the US working on a team to complete a cost allocation review for a major Ontario gas utility which analyzed the costing of transactions between related affiliates reviewing its compliance with the Ontario Energy Board's Affiliated Relationship Code.
Roger supervised the accounting functions of an Electric Utility Company in the United States ensuring compliance with FERC reporting.
Roger advised the Nova Scotia Utilities and Regulatory Board on a Nova Scotia Power rate application. He also provided advice and analysis to the Board on rate related tax deferral issues and advice and analysis of the 2006 General Rate Application of Nova Scotia Power Inc.
